The President's Memorandum on the National HIV/AIDS Strategy (NHAS) summarizes the responsibilities of individual Federal agencies in outlining a strategy to meet the goals of the NHAS. The President's Memorandum has identified "lead agencies" that will play a primary role in implementing the NHAS: the Department of Health and Human Services (HHS), Department of Justice (DOJ), the Department of Labor (DOL), Department of Housing and Urban Development (HUD), Department of Veterans Affairs (VA), and the Social Security Administration (SSA).
The heads of HHS, DOJ, DOL, HUD, the VA, and SSA have 150 days (until mid- December 2010) to report to the Office of National AIDS Policy (ONAP) and Office of Management and Budget (OMB) on their individual operating plans to implement NHAS, including budgeting, planning and evaluating a coordinated strategy. The Department of Defense is required to submit a plan to ONAP and OMB for aligning health care services prevention, care, and treatment. The Department of State must also submit a report and recommendations on improving a government-wide response to the domestic HIV epidemic based on lessons learned while implementing PEPFAR. On issues of employment, the Equal Employment Opportunity Commission (EEOC) will have a report and recommendations for improving employment opportunities for people with HIV and a plan for addressing employment-related discrimination against people with HIV.
