Written Testimony to the New York City Administration for Children’s Services (ACS) on Close to Home: Draft Plan for Limited Secure Placement, The Center for HIV Law and Policy (2012)
The Center for HIV Law and Policy (CHLP) submitted this testimony to the New York City Administration for Children's Services (ACS) on April 23, 2013 on the agency's proposal for the implementation of the Close to Home initiative, which plans for the transition of youth placed in limited secure placement from the Office of Children and Family Services (OCFS) custody to ACS custody.
The written testimony focuses on ACS’s plans for LGBTQ youth and youth living with or at risk of HIV and who are in limited secure placement. It recommends that ACS adopt and implement the Teen SENSE Model Policies and Standards to supplement the draft plan’s provisions on sexual health services, which in their current form are comprised of multiple appendices and cross-referenced materials. CHLP offers to help guide ACS’s development of family planning and sexual health training sessions, as referenced in the draft plan. CHLP also recommends that ACS include in its quality assurance mechanisms indicators of access to and quality of sexual health care services and related staff training to meet the standards set forth in the Teen SENSE Model Policies and Standards.
