Sexual and Reproductive Health Care for Youth in Foster Care (Draft), NYC Administration for Children’s Services (2013)
Released in October 2013 for public comment, this draft policy clarifies casework actions pertaining to sexual and reproductive health services for youth in foster care, and describes the standards that foster care providers are expected to meet and that ACS will monitor. It sets forth general policy guidelines on sexual and reproductive health services for adolescents in care, including on confidentiality, consent, and age- and developmental appropriateness for education and counseling. It describes staff obligations regarding discussions, the provision of specific services and resources, and case documentation.
