Close to Home: Plan for Non-Secure Placement, New York City Administration for Children’s Services (2012)

This plan describes the New York City Administration for Children's Services (ACS) proposed implementation of the Close to Home juvenile justice reform initiative. Pending approval by the New York State Office of Children and Family Services (OCFS), it describes ACS's action plan to provide a continuum of services for youth who have been adjudicated to be juvenile delinquents and who have been determined by the New York City Family Court system to be in need of placement in a non-secure setting. This plan authorizes these youths to be placed into the custody of ACS.

The Close to Home Plan sets forth provisions for exploration of Family Court disposition, intake process, case coordination services, permanency and discharge planning, aftercare, and other guidelines for program and policy development and implementation. It includes a section on medical and mental health care for youth and incorporates the agency-wide LGBTQ policy, Promoting a Safe and Respectful Environment for Lesbian, Gay, Bisexual, Transgender and Questioning (LGBTQ) Youth and their Families Involved in the Child Welfare, Detention and Juvenile Justice Systems

The LGBTQ policy features the Teen SENSE Model Policies and Standards on comprehensive, LGBTQ-inclusive sexual health care, sexual health education, and staff training:
