Testimony on Implementation of CDC Testing Guidelines in New York, Dr. Adele Webb, the Association of Nurses in AIDS Care (2006)
Dr. Adele Webb, Executive Director of the Association of Nurses in AIDS Care (ANAC), submitted testimony to the New York State Assembly Health Committee on the importance of retaining informed consent and counseling as part of state HIV testing procedures. Dr. Webb's critique of the CDC's recommended "opt-out" approach to HIV testing included, in part, her observation that elimination of the process of encouraging patient understanding of, and participation in, important health care decisions was at odds with the nursing profession's code of ethics.
